The government. The former Health Secretary, Jeremy Hunt, sent letters to local authorities that have received DToC funding asking them for the money back if they have not met the targets laid down.

These fines came at a time when local authorities needed additional funding, not fines. Continual budget cuts have forced some departments to cut down to the bone, with no reduction in demand, only an increase. The problem of delayed transfer of care costs the UK government an estimated £900 million per year. Seeing the Delayed Transfer of Care problem and how big it had become, the Government set aside millions for local authorities to invest in solutions to alleviate the situation. The government is now demanding results or refunds. It wants a return on investment that will result in a fine for any local authority that does not adhere to these targets.
