All local authorities have financial pressures placed upon them and need to find efficiencies to enable person-centred care. Newcastle City Council are no different; needing to deliver more services with less money and require operational efficiencies to maintain high standards. To aid them in this endeavour they looked towards technology becoming their enabler.
They realised the need for a modern software solution that would improve the quality of outcomes for their citizens. Following a competitive tender, Newcastle chose OLM and the pioneering ECLIPSE software platform, over competitive offerings from Servelec and LiquidLogic.
They will apply ECLIPSE across Early Help, Children’s and Adults Social Care. It will provide them with a single integrated system from assessment through to commissioning and payment of service provision. ECLIPSE will, most importantly, enable Newcastle’s caseworkers to spend more time with the families they are working with.
Through provision of a joined up approach and reduction of the requirement for multiple data entry, ECLIPSE provides more time for those in need, which was something that was noted from the extensive user testing during the tender exercise. The ease of use of the system, coupled with the Cloud Native, responsive nature of the application left only one winner.
ECLIPSE will deliver next generation software that will allow Newcastle to easily keep pace with changes in social care over the next ten years. It will enable collaborative working, better data analysis, evaluation, and improved information sharing. This will be relevant both within Newcastle’s Children and Adult Social Care Services and its partner agencies.
