The challenges of delivering effective and efficient adult social care services are increasingly demanding and complex. OLM has developed a unique set of software and services to support our customers with the Personalisation Agenda and the Care Act in England, Self-Directed Support in Scotland, Citizen-Directed Support in Wales and joint working with Health nationally. 

OLM works in partnership with Local Authorities, specialist associations (Such as Social Work Directors in England, Scotland and Wales:ADASS, Social Work Scotland and ADSS Cymru) and directly with social workers to ensure we are at the forefront of social care.

Transforming social care models

OLM helps councils meet the requirements of the Care Act, Self-Directed Support and Citizen-Directed Support and the wider Personalisation agenda by embedding new 'financially sustainable' models of working. Our transformation team have worked with 80+ Local Authorities across the UK, providing strategies and capacity to embed new models of social care. They can and will help you regardless of the IT system(s) you use to support social care in your council.

Care Act and Self-Directed Support

Each council has a responsibility to ensure their IT systems meet the requirements of the care and support reforms in the Care Act in England and Self-Directed Support in Scotland. They also need to consider how their technology solutions can drive improved outcomes, citizen experience and efficiencies. OLM's Platform for Care provides a complete technology platform to meet the Care Act and manage demand covering social care case managementfinance, citizen engagement, commissioningsafeguarding and integration with Health.

Information, advice and assessment

OLM’s MyLife Portal meets all online information, advice and self-service requirements. The Department of Health has strongly recommended that councils should be investing in a local online information and advice portal which should include online assessment functionality and links to both national portals and the council's back office case management system. MyLife offers the full functionality to meet this Care Act requirement, at the lowest cost, with built-in integration.

Integration with Health and beyond

OLM's range of Platform for Care solutions can be used in both health and social care contexts; our trailblazing security model enables multi-agency use, so that users have the best experience and only see what they are meant to see with information governance being fully preserved. Where customers choose to use multiple case management solutions, we use our integration framework to deliver a seamless platform.

OLM has delivered in excess of 65 local and national integration projects, working with all stakeholders to deliver seamless integration solutions. For example, nationally we have been involved in and delivered solutions for eSAP, CAF and eCare (Scottish initiative) in the last 8 years and locally, we have delivered locality-based integration solutions with Social Care, Finance, Health, Education, Youth Justice, document management and CRM systems. OLM has been involved in many social care and health projects, including integrating to GP systems and the Health and Social Care Gateway. Most recently, OLM has been an active participant in the Health and Social Care Information Centre (HSCIC) Adapter Project.

Scottish Criminal Justice

Our Criminal Justice module is designed specifically for the Scottish market. It is designed to enable workers and managers to monitor supervision work with offenders. Our solution tracks the progress of a criminal justice case from a report request to disposal/supervision request and beyond.

Additionally, our integration suite provides the ability to meet the challenges presented from sharing information within Local Authorities who form part of the same Community Justice Partnership, as well as more generally with other relevant Criminal Justice bodies.

Adult safeguarding

With Multi-Agency Safeguarding Hubs now developing in Adult Services departments, our;Guardian software allows for the management and auditing of information from different agencies to improve safeguarding. This fulfils the Care Act requirement to bring together Local Authorities, NHS and the Police to coordinate activity to protect adults from abuse and neglect.

Eligibility and cap on care costs

OLM’s CareAccount software will allow your citizens to easily track their progress against the cap. To provide citizens with automated advice, we have included calculators as part of the MyLife citizen portal. The Care Fees Calculator advises citizens on whether their quote provides value for money. The Care Cap Calculator keeps a track of how long it will take them to reach the cap ahead of them registering themselves on the CareAccount. The Platform for Care in-built calc engine already allows for the changes to the RAS that are required by the Act. The Calc Engine enables flexible RAS creation and calculation within the social care case management system and MyLife citizen portal for self-service.

Financial assessment and deferred payments

OLM’s Fiscal software manages deferred payments, personal budgets and will take into account new thresholds and the cap. 

Provider failure and market oversight

To enable you to keep track of your citizens’ placements and meet your safeguarding duties if a care provider was to fail, our Commissioner software provides you with a single view of the market. With complete oversight and contract management, Commissioner enables you to move to outcome-based models of commissioning

DoLS

The introduction of DoLS places significant responsibility on Local Authorities and Primary Care Trusts (PCTs). They now hold a legal responsibility to identify when and how deprivation of liberty may be authorised.  Taking the complexity out of the recording required to manage this process is a challenge for all stakeholders involved.
